About

I am Lionel Mosley — Senior Consultant in IT Strategy, Growth & Transformation, and the founder of 4TH AND BAILEY. For over two decades, I have helped organizations make the technology decisions that determine whether they survive disruption or lead through it.

The Practice

Built on Infrastructure. Grounded in Outcomes.

I founded 4TH AND BAILEY to serve organizations that have outgrown commodity IT — businesses that need a trusted advisor who can operate at both the infrastructure level and the executive level without losing fidelity at either end. My practice spans network infrastructure, cloud architecture, cybersecurity governance, and enterprise IT strategy across 14+ industry verticals, including healthcare, legal, energy, financial services, logistics, and manufacturing. Every engagement is built around one standard: measurable outcomes that improve financial performance, reduce operational risk, and position the organization for sustainable growth.

Credentials & Partnerships

Verified. Trusted. Deployed.

I am a verified Microsoft Cloud Solution Provider (CSP) and Google Partner — credentials that reflect a standard of technical competency and client accountability that Microsoft and Google both verify directly. I have provisioned and administered more than 100 Microsoft Cloud tenants, migrated over 25 terabytes of enterprise email data to Microsoft 365 with zero data loss, and maintained 99%+ uptime across distributed infrastructure environments supporting 500+ endpoints.

My cybersecurity practice is aligned to the frameworks that govern the most security-conscious organizations in the country — CISA SCuBA, NIST SP 800-53, MITRE ATT&CK, and CIS Benchmarks. My vendor partnerships with AT&T, Zoom, and Comcast Business extend that capability into licensed implementation and support for Microsoft Teams Phone, AT&T Office@Hand, and Zoom Phone — giving clients a single point of accountability across infrastructure and communications.

Open Source

Infrastructure Placement Framework

I am the creator of the Infrastructure Placement Framework — a vendor-neutral, NIST-aligned, open-source enterprise IT governance framework released under Creative Commons Attribution 4.0. The framework addresses eight domains of modern IT decision-making: Workload Placement, Cloud Repatriation Readiness, Hybrid Estate Optimization, Cyber Resilience and Business Continuity, AI Governance and NIST Alignment, End-User Device and BYOD Strategy, Collaboration Platform Strategy, and Business Continuity and Disaster Recovery.

It was built for organizations that have outgrown commodity IT decision-making and need a structured, defensible approach to infrastructure governance at scale. It is free to use, fork, and build on.

Published Work

The ahr-ki-tekt Design Journal

I publish original analysis, practitioner frameworks, and governance guidance through the ahr-ki-tekt Design Journal — written specifically for CIOs, IT Directors, InfoSec Officers, and executive leaders making technology decisions under real-world constraints. My published work covers Microsoft Entra ID MFA policy changes, post-MFA attack vector analysis, cloud migration architecture, AI integration governance, network infrastructure resilience, and business continuity strategy.

I also build in public — developing open-source tools, documenting infrastructure builds from architecture through production deployment, and demonstrating through my own digital presence what it looks like when an IT consultant owns their technology stack end to end.

What working with 4TH AND BAILEY looks like

Every engagement is built around the same commitment — technical depth, executive clarity, and outcomes that hold.

How We Engage

Engagements begin with a structured discovery — not a sales call. I take time to understand the organization's current infrastructure posture, risk exposure, and strategic direction before recommending anything. The output is a clear picture of where the gaps are, what they cost, and what a defensible path forward looks like. From there, clients choose the level of involvement that fits their situation — advisory, project-based, or ongoing managed services through 4TH AND BAILEY.

What You Get

A consultant who can sit in the boardroom and the server room on the same day — and communicate accurately in both. I translate complex infrastructure decisions into business language without losing technical precision, so executive teams can make informed decisions and implementation teams can execute without ambiguity. Every recommendation is traceable to a framework, a finding, or a documented engagement outcome — not a vendor relationship or a product preference.

Who We Work With

Organizations across healthcare, legal, energy, financial services, logistics, manufacturing, and more — typically at the point where technology has become a constraint on growth rather than an enabler of it. My clients range from owner-operated businesses making their first serious infrastructure investment to mid-market organizations navigating a cloud migration, a compliance mandate, or a security incident they cannot afford to repeat.

Recognition

4TH AND BAILEY has been recognized as a top IT consultant and managed services provider in Houston by Clutch.co and Expertise.com — affirming consistent client satisfaction and service excellence across engagements of every scale.

Ready to move forward?

The organizations I work with do not just solve the problem in front of them — they build the infrastructure, governance, and posture to handle the problems they have not seen yet. If that is the standard your organization is ready to meet, let's talk.
